If the "Create" button has only one option (If will not be added new options in future), then why user should produce two repeated steps?

Steps to reproduce:
1. Click on the "Create" button
2. Click on the only option "Album"

Actual result: User produces repeated actions
Desired result: User should not produce repeated actions
