Steps to reproduce:
1. Log in
2. Navigate to the User Settings
3. Validate the 'Notification settings' text

Expected Result: The 'Notification settings' text is displayed at the top of the page. A horizontal dividing line is displayed below the text 'Notification settings'.

Actual Result: The 'Notification settings' text is missing at the top of the page.
