763 User is able to create duplicated individuals with same user ID

Steps to reproduce:
1. Album/ My > Create Individual
2. Enter individual first and last name
3. Select user ID from the dropdown list and save the individual
4. Reproduce 1. and 2. steps for the same Album
5. Again select the same user ID and save
Expected result: User should not be able to create multiple individuals with the same user ID for the same Album
Actual result: User is able to create multiple duplicated individuals for the same Album
