980 State > Values in dropdown don't change immediately after Country is selected

Steps to reproduce:
1. Navigate to the All/My Places, Album > Places, User> Places etc
2. Select 'United States' in the 'Country' field and select 'Oregon' on the 'State' field
3. Click 'Apply'
4. Select 'Canada' in the 'Country' field
5. Validate the values in the 'State' field


Expected Result: The values in the 'State' field change immediately and correspond to the selected value in the 'Country' field. Also, the 'State' field appears as soon as the user selects values such as United States, Canada.


Actual Result: The values in the 'State' field do not change immediately and display the values from the previous query of the Country field. This causes the error "An illegal choice has been detected. Please contact the site administrator.".
The 'State' field does not appear immediately as the user has selected values such as United States, Canada.
